Promotion of small and medium enterprise financing in Myanmar
The purpose of this study is to identify ways in which small and medium enterprise (SME) financing can be improved and examine some new financing methods to assist SMEs in Myanmar. For this purpose, this study compares the SME financing system in Myanmar with that of other ASEAN countries and Japan, mainly focusing on government support for enhancing SME financing and the various financing methods. The previous studies show that government support is vital to develop financial infrastructures, such as credit guarantee systems and credit bureaus, for SME financing. The countries which are at mid-stage and advanced stage of SMEs’ access to finance have strong government support and private participation to improve SME financing. In practice, bank lending alone cannot solve the financing problems which SMEs face. Plenty of financing means provided by both banks and non-banks in the financial sector enable SMEs to ease their financing difficulties. Despite strong government efforts on the development of SMEs and SME financing system in Myanmar, this thesis finds out that further government support, such as liberalizing interest rates, setting new regulations to support SME financing and fund supporting programs, is needed to encourage banks to increase credit expansion and product innovations for SMEs. Therefore, this study highlights the ways in which the government can assist SME financing. In addition, this study recommends some SME financing means for banks and non-bank financial institutions, to be introduced in Myanmar in the short-term and medium-term. These findings will contribute to enhancement of Myanmar's SME financing system.
